Notice on Organizing a Special Mineral Rights Trading Event at the 2026 (28th) China Mining Conference and Exhibition (No. 2)

To thoroughly implement the requirements for building a unified national market, coordinate domestic and international markets, explore and improve the institutional mechanisms for the transfer of mineral rights, promote the standardized and efficient circulation and allocation of mineral resource factors, support the new round of strategic action for mineral exploration breakthroughs, and foster the prosperity of the mining trading market, a special trading event entitled the “Mineral Rights Trading Market” will continue to be organized during the 2026 (28th) China Mining Conference and Exhibition (hereinafter referred to as the “Conference”), to be held in Tianjin from 10 to 12 September 2026.

The relevant arrangements are hereby notified as follows:

I.Trading Categories

(1) Mineral Rights

Transfers of exploration rights and mining rights, as well as cooperation in exploration and development activities.

(2) Equity Interests

Transactions involving all or part of the equity interests of mining companies and their associated projects, including the transfer and cooperative development of revenue rights and other related asset interests.

(3) Mineral Products and Mining Machinery & Equipment

Transactions and cooperation involving spot and futures mineral products and related combinations, as well as exploration and mining machinery, equipment, and related assets.

(4)  Technology, Engineering, and Other Mining-Related Resources

Transactions and cooperation involving geological exploration, mining engineering, mineral processing technologies, professional consulting services, and other mining-related resources that comply with national policies.

II. Transaction Methods

(1) Independent Negotiation

The parties to a transaction may independently negotiate pricing, voluntarily reach an agreement, and execute the relevant contract.

The transaction parties are responsible for the authenticity and compliance of the ownership information relating to the assets or rights being traded.

Following the completion of a transaction, all parties shall submit a transaction information feedback form in accordance with the Conference requirements.

(2) Commissioned Competitive Trading (Domestic Projects Only)

For projects that meet the relevant conditions or are required to be traded through a competitive process, the Conference trading platform may determine the transaction counterparty through public competitive methods such as auction, tendering, or listing.

Transactions will be concluded based on agreed terms relating to price, investment arrangements, procedural matters, and other rights and obligations.

Details regarding transaction conditions, procedures, and fee standards are available on the designated website.

(3) Targeted Matching

Based on the specific circumstances of the transfer project and the particular requirements of investors, targeted matching and communication activities will be organized to facilitate transactions.

(4) Exclusive Negotiation

For projects displayed at the Conference where parties express an interest in exclusive negotiations, the organizers will coordinate and facilitate discussions.

Where an immediate transaction cannot be concluded, the organizers may assist the parties in entering into an exclusive negotiation rights agreement.

III. Project Promotion

This event will provide three formats for mining project promotion: display-panel presentations, open-area presentations, and dedicated project presentation sessions. The display-panel and open-area presentations will take place in the Central Hall, while the dedicated project presentation sessions will be held in a designated conference room.(Conference Room N7)

IV. Fee Schedule

1. Fee Item: Service fee (subject to signing of a service agreement).

2. Service Scope: Includes display-panel presentations, open-area presentations, and dedicated project presentation sessions.

(1) The display-panel area is located in the Central Hall of the venue. Each panel measures 194 cm × 194 cm, with production and on-site installation included. The panels will remain on display throughout the three-day Conference. Representatives of participating projects will be charged at the rate applicable to member organizations and are required to register separately.

(2) The open-area presentation stage at the podium in the main hall of the venue. Each session lasts 15 minutes and includes free admission for two people;

(3)The dedicated project presentation sessions will take place in Conference Hall N7 (the Opening Ceremony Hall). Each session will last 15 minutes, and there are three free places available per session.

The specific locations of the above areas are shown in the annex.

3. Nature of Charges: The charges are classified as service fees.

To register for display-panel presentations, open-area presentations, or dedicated project presentation sessions, please contact the relevant person listed in the registration guidelines as soon as possible to sign the relevant fee agreement.

V. Registration Procedure

All parties wishing to participate in the special event are required to complete the registration form and submit the conference requirements registration form, letter of authorisation, letter of undertaking, confidentiality agreement and other relevant documents. Please refer to the website for details of the specific forms.

Registration opens immediately upon the issue of this notice. Places are limited and can be selected on a first-come, first-served basis, with priority given to high-quality projects. The registration deadline is 31 August 2026. However, for projects involving Commissioned competitive tendering or trading on the regulated market, registration must be completed by 15 August 2026.
