To thoroughly implement the requirements for building a unified national market, coordinate domestic and international markets, explore and improve the institutional mechanisms for the transfer of mineral rights, promote the standardized and efficient circulation and allocation of mineral resource factors, support the new round of strategic action for mineral exploration breakthrough, and foster the prosperity of the mining  trading market, it has been decided that during the 2026 (28th) China Mining Conference and Exhibition (hereinafter referred to as the “Conference”), to be held in Tianjin from 10–12 September 2026, a special trading event entitled “Mineral Rights Trading Market” will continue to be organized.

The relevant arrangements are hereby notified as follows:

I. Trading Categories

(1) Mineral Rights

Transfers of exploration rights and mining rights, as well as cooperation in exploration and development activities.

(2) Equity Interests

Transactions involving all or part of the equity interests of mining companies and their associated projects, including the transfer and cooperative development of revenue rights and other related asset interests.

(3) Mineral Products and Mining Machinery & Equipment

Transactions and cooperation involving spot and futures mineral products and related combinations, as well as exploration and mining machinery, equipment, and related assets.

(4) Technology, Engineering, and Other Mining-Related Resources

Transactions and cooperation involving geological exploration, mining engineering, mineral processing technologies, professional consulting services, and other mining-related resources that comply with national policies.

II. Transaction Methods

(1) Independent Negotiation

The parties to a transaction may independently negotiate pricing, voluntarily reach an agreement, and execute the relevant contract.

The transaction parties are responsible for the authenticity and compliance of the ownership information relating to the assets or rights being traded.

Following the completion of a transaction, all parties shall submit a transaction information feedback form in accordance with the Conference requirements.

(2) Commissioned Competitive Trading (Domestic Projects Only)

For projects that meet the relevant conditions or are required to be traded through a competitive process, the Conference trading platform may determine the transaction counterparty through public competitive methods such as auction, tendering, or listing.

Transactions will be concluded based on agreed terms relating to price, investment arrangements, procedural matters, and other rights and obligations.

(3) Targeted Matchmaking

Based on the specific circumstances of the transfer project and the particular requirements of investors, targeted matching and communication activities will be organized to facilitate transactions.

(4) Exclusive Negotiation

For projects displayed at the Conference where parties express an interest in exclusive negotiations, the organizers will coordinate and facilitate discussions.

Where an immediate transaction cannot be concluded, the organizers may assist the parties in entering into an exclusive negotiation rights agreement.

III. Registration Procedures

All parties wishing to participate in the special trading event must complete a registration form and submit the following documents:

· Participant Requirements Registration Form;

· Letter of Authorization;

· Letter of Undertaking;

· Confidentiality Agreement;

· Other required documents.

Registration is open immediately upon issuance of this notice.

Registration deadline: 31 July 2026.

Among the projects, those involving Commissioned Competitive Trading, or projects that are required by regulations to be traded through the designated market platform, must be registered before 15 July 2026.
